Description
Provision of quality public service is crucial to citizens’ quality of life and trust in government. Sustained economic growth and the subsequent profound socio-political changes have led to rising citizen demand for better public service in China in the past decades. How does the Chinese leadership respond to the challenge of providing quality public service? What are the major factors affecting the efficiency, effectiveness, equity and responsiveness in public service provision? What are the major determinants of citizen assessment of public service quality? What lessons do China offer to and learn from other developing and transitional countries regarding public service provision? In an effort to address these important issues in public service provision, the conference aims to bring together scholars and practitioners to examine the major aspects of public service delivery in China from a comparative perspective.

President of American Society of Public Administration; Professor of Public Administration at University of Central Florida
Speech Title: Public Ethical Values and Service-Oriented Government
Tom Liou is Professor of Public Administration at the University of Central Florida. He teaches courses in Public Organization Management, Public Program Evaluation, and Local Economic Development. Prof. Liou’s research areas are public management reform, local economic development, and policy and managerial issues in China and Taiwan. He has published 5 books and over 60 referred articles and book chapters. He has served as the co-editor for two journals and as a member of the editorial board for six journals. Prof. Liou is also an award winning professor. He has received: (1) Senator Boorsma Award from Southeastern Public Administration Conference for his research and contribution in the area of international public administration, (2) teaching award from Florida Atlantic University, University of Central Florida, and the National Association of School of Public Administration and Affairs (NASPAA), and (3) service award from the University of Central Florida (i.e., Professional Service Award), the ASPA, and the NASPAA-Pi Alpha Alpha (National Honorary Society of Public Administration and Affairs). Prof. Liou will serve as the President of American Society for Public Administration in 2012-13.
Prof. Marilyn RUBIN
Professor of Public Administration at City University of New York
Speech Title: Providing Public Services in the U.S.: The Shared Services Paradigm
Marilyn Rubin is Professor of Public Administration at John Jay College of City University of New York and is Director of the College’s MPA Program. Prof. Rubin worked as a consultant to the New York City Office of Management and Budget for several years during which time she directed a public-private sector task force on New York City’s taxes and was responsible for preparing numerous reports on the City’s tax policies. Prof. Rubin has also served as a consultant to other public sector agencies and private companies. She has published extensively in prestigious peer-reviewed journals like Public Administration Review and Public Budgeting & Finance. Prof. Rubin has been an elected fellow of the National Academy of Public Administration since 2005.

Speech Title: The Importance of Preferences: Explaining the Behaviour of Police Officers in Hong Kong
John Burns is Chair Professor of Politics and Public Administration and Dean of Faculty of Social Sciences at the University of Hong Kong. He teaches courses and does research on comparative politics and public administration, specializing in China including Hong Kong. His research interests focus on public sector human resource management, civil service reform, party-state relations, and public sector reform. He is the author or editor of eight books, and his articles have appeared in the China Quarterly, Journal of Contemporary China, Pacific Affairs, and Public Administration and Development. He is a member of the Editorial Committee of the China Quarterly and served on the HKSAR Government's Civil Service Training and Development Advisory Committee from 1997 to 2003.

Speech Title: New Public Service: Government Trust and Citizen’s Satisfaction
Jan Chung-yuang is Professor of Public Administration at National Chengchi University (Taiwan) and Minister without Portfolio, Examination Yuan, Taiwan. Prof. Jan is also member of the IASIA Board of Management, Executive Director of the Chinese Society for Public Administration (Taiwan), and member of Editorial Board of the International Public Management Journal. His research and teaching interests focus on non-profit organizations and their management, globalization and crisis management, and public policy analysis.
Event Summary
The inaugural Lien International Conference on Public Administration, held on 10–11 March 2012 at the Nanyang Executive Centre in Singapore, marked a seminal moment in the dialogue surrounding service-oriented governance in Asia. Hosted by the Nanyang Centre for Public Administration (NCPA) and supported by the Lien Foundation, the conference convened policymakers, academics, and public service professionals to address the critical challenges and future prospects of delivering quality public services, particularly within the context of China’s rapid socio-economic transformation. The conference was graced by Professor Er Meng Hwa, NTU Vice President (International Affairs), who delivered the welcome address and served as Guest-of-Honour. Recognizing that efficient, equitable, and responsive public service delivery is central to public trust and societal well-being, the conference aimed to explore factors influencing service quality and citizen satisfaction, while drawing lessons applicable to other transitional and developing contexts.
The event featured a distinguished lineup of keynote speakers who brought diverse comparative perspectives to the conversation. Professor Tom Liou, President of the American Society of Public Administration, underscored the ethical foundations of service-oriented governance. Professor Marilyn Rubin from the City University of New York introduced the “Shared Services Paradigm” as a model for improving public service delivery in the U.S. context. Taiwan’s Professor Jan Chung-yuang discussed the interplay between government trust and citizen satisfaction under the New Public Service framework, while Professor John Burns of the University of Hong Kong analyzed institutional preferences through the behavior of police officers in Hong Kong. Over two days, the conference stimulated interdisciplinary exchanges on public management reform, citizen engagement, and administrative accountability. As the first of what would become a biennial tradition, the 2012 conference laid the foundation for a globally oriented platform dedicated to enhancing governance and public administration across Asia and beyond.
