Stephen E. Condrey, Ph.D.  Steve Condrey has consulted nationally and internationally with over 800 organizations concerning personnel-related issues.  He is the immediate past Editor-in-Chief of the Review of Public Personnel Administration and is the co-editor of Public Administration in Post-Communist Countries (CRC Press, 2013) and editor of the Handbook of Human Resource Management in Government, Jossey-Bass, (1998, 2005 and 2010). He is the 1998 recipient of the University of Georgia’s Walter Barnard Hill Award for Distinguished Achievement in Public Service and Outreach and was named Hill Fellow by the University of Georgia in 2004 (the University of Georgia’s highest public service faculty honor). He was appointed by President Obama as Chairman of the Federal Salary Council in 2010. Dr. Condrey was elected as a Fellow to the National Academy of Public Administration in 2012 and is President of the American Society for Public Administration for 2013-2014.

As President of the Institute on Governance, Maryantonett Flumian is responsible for the development of the Institute’s vision and strategic direction, project and partnership development, and the fostering of programs to promote public discussion of governance issues.
 
Maryantonett is internationally recognized for her work as a transformational leader across many complex areas of public policy and administration such as labor markets, firearms, fisheries, and environmental issues. She was the first Deputy Minister of Service Canada. Her current research focuses on leadership, collaboration, governance, and the transformational potential of technology primarily in the area of citizen-centered services. In addition, she spent three years at the University of Ottawa initiating programming for the development of senior public service leaders.
 
She is a seasoned senior executive at the Deputy Minister level in the Canadian federal Public Service with more than 20 years of large-scale operational experience in the economic, social and federal/provincial domains. She currently sits as a board member of the Agency for Co-Operative Housing and has previously sat on the advisory board of the Harvard Policy Group, John F. Kennedy School of Government; the advisory group of nGenera’s Government 2.0: Wikinomics, Government and Democracy research program and the Ottawa Hospital Foundation.

Chung-Yuang Jan is Minister without Portfolio(political appointed by the President) of  Examination Yuan, Taiwan. He is also Professor of Department of Public Administration at National Chengchi University (NCCU), Member of The IASIA Board of Management ,Member of Editorial Board of International Public Management Journal and Executive Director of Chinese Society for Public Administration. Prior to his appointment to Examination Yuan, he served in a variety of senior management posts at NCCU, including Chairman of Department of Public Administration and Director of International Doctor's Program in Asian Studies. 

Prof Jan obtained his Ph.D in Public and International Affairs from University of Pittsburgh. His research focuses on Administration Management, Public Policy, Global Governance, China's Administrative & Bureaucratic System, Public Management Information System (PMIS),Crisis Management, Civil Service Examination and Personnel Administration Policy and Comparative civil service systems. He has published in top-ranking international journals such as Journal of Public Administration, Journal of Public Administration Quarterly, Review of Public Personnel Administration. He also made presentations at major international conferences, such as IIAS and IASIA.

Yong-duck JUNG is professor at Seoul National University (SNU) and president of Korean Social Science Research Council. He has served as senator of SNU, trustee of the Hansung University, president of Korean Association for Public Administration and Korea Institute of Public Administration, council member for IPSA’s Research Committee on Globalization and Governance, ASPA’s Section on Chinese Public Administration and Japanese Association for Study of Political Society. 

Dr. Jung has acted at the editorial board of Governance, International Public Management Journal, Korean Journal of Policy Studies (editor) and Korean Public Administration Review (editor), and consulted as member of Organizing Committee for the 6th Global Forum on Reinventing Government, and Korean National Commission for UNESCO, and as chair of Innovation Committee of Ministry of Foreign Affairs and Trade and the Ministry of Planning and Budget, and co-chair with Prime Minister of the Government Performance Evaluation Committee. He has written and edited many books including The State Apparatus in Korea and Japan, Collaborative Governance in the United States and Korea, and The Korean State, Public Administration, and Development (Forthcoming). He studied at SNU and University of Southern California, obtaining BS, MPA and PhD, and was research scholar at London School of Economics and Free University of Berlin.

Max Everest-Phillips is the Director of the United Nations Development Programme’s Global Centre for Public Service Excellence in Singapore. Until July 2013 Max was Director of the Governance and Institutional Development Division at the Commonwealth Secretariat, in London, responsible for supporting public sector reform in its 54 member countries. He chairs the Ad¬visory Board of the International Centre for Tax and Devel¬opment. 

He started his career in the British Diplomatic Service. Having served in Finland, Japan and Washington, he was appointed Senior Governance Adviser at the UK’s Department of International Development. He holds Masters degrees from the University of Pennsylvania and from Johns Hopkins, and a 1st Class Honours degree in History from Oxford University. His recent book, Neville Chamberlain and the Art of Appeasement (2013), illuminates the power of art in inter¬national politics, and its impact on public administration, in the context of the origins of World War II.

Dr. Kuotsai Tom Liou is a Professor of Public Administration at the University of Central Florida. Dr. Liou’s research areas included public organization management, public management reform, and local economic development. He has published 5 books and over 60 referred articles and book chapters in these areas. Dr. Liou has served as the Department Chair and the Director of the Ph.D. program and the MPA program. Dr. Liou is an award winning professor and has received teaching, research and service awards from professional associations (e.g., SECoPA, ASPA and NASPAA) and the University of Central Florida. Dr. Liou served as President of the national American Society for Public Administration in 2012-13.

Andrew Podger is Professor of Public Policy at ANU, and Adjunct Professor at Xi’an Jiao-tong University in China. He was Secretary of the Australian Department of Health and Aged Care from 1996 to 2002, and previously headed the Departments of Housing and Regional Development and Administrative Services. He was Public Service Commissioner from 2002 to 2004. Before he retired from the Public Service in 2005 he headed a task force on the delivery of health and aged care services for Prime Minister John Howard. Since retiring from the APS, Andrew Podger has advised governments in Australia and Asia on various aspects of public administration, particularly on social policies and public sector management, and published extensively on these subjects, including in recent years in occasional pieces in the Australian Financial Review. Since joining ANU, he has coordinated and contributed to many workshops of academic experts and practitioners on issues of contemporary relevance to government, including through the China Australia Dialogue on Public Administration, the Academy of Social Sciences in Australia and the HC Coombs Policy Forum

David Birdsell, Dean of the Baruch College School of Public Affairs and Special Assistant to the President for Institutional Effectiveness, has centered his academic work on the nexus of communication, media, and information technology in politics, government and nonprofit administration. His research and service projects have been supported by the IBM Endowment for the Study of Business and Government, the Lyndon Baines Johnson Foundation, the New York Community Trust, the JPMorganChase Foundation, the United Way of New York City, the Markle Foundation, and other funders.  David serves on the New York City Broadband Advisory Committee and on the Executive Council of the Network of Schools of Public Policy, Affairs, and Administration. He chairs the board of the VCG-Governance Matters and serves on the board of the New York Census Research Data Center. He received his BA and MA degrees from the University of Virginia and his Ph.D. in Public Communication from the University of Maryland.

Eric Heikkila is Professor and Director of International Initiatives at the USC Price School of Public Policy at the University of Southern California (USC), where he has been a member of the faculty continuously for over twenty-five years.  His research work is both quantitative and qualitative in nature, and his scholarly writings address a wide range of topics on urban development and public policy.  Shortly after joining USC, he became founding Executive Secretary of the Pacific Rim Council on Urban Development (PRCUD), a globally based non-governmental organization that organizes regular forums in host cities throughout the Asia Pacific region.  As Director of International Initiatives at the USC Price School of Public Policy, Dr. Heikkila has broad responsibility for planning and coordinating the School’s global engagement.
